Prof. Winkler's research interest focuses on the question, in which way law is a suitable instrument for shaping the future in democratic systems: The research focus of the chair lies in particular in the area of environmental and energy law as well as planning law (spatial and sectoral planning). Special attention is paid to questions of sustainable and equitable use of resources. In this context, a further focus is derived from participation law, which includes questions on the democratic integration of the above-mentioned design tasks.
The chair represents the teaching of public law in its entire breadth at the University of Stuttgart. It is in charge of the Master programme "Planung und Partizipation", which, in cooperation with six institutes from three faculties of the University of Stuttgart, enables the networking of different specialist knowledge from the planning, social, natural and engineering sciences as well as law.
Personal Information
Born 1976 in Frankfurt am Main, Prof. Dr. Winkler studied law at the University of Gießen, graduating with the First State Examination. She then completed her legal clerkship at the District Court of Gießen and passed the Second State Examination. Her doctoral thesis dealt with a topic at the interface of environmental and construction law. Prof. Nettesheim supervised the habilitation on the topic "Staatlichkeit und Individualität". For this Prof. Winkler received a Venia Legendi in Public Law, European Law and State Theory. This was followed by a research stay at the Institute for Advanced Study of the University of Konstanz. After a substitute professorship at the University of Bayreuth, she was offered a W2 professorship for public law at the University of Cologne. Since November 2017, Prof. Winkler is Professor of Public Law at the University of Stuttgart. Her research focuses in particular on environmental and energy law, participation law, public commercial law and constitutional law.
