The HND-BW was launched in 2016 as a statewide network with start-up funding from the Ministry of Science, Research and the Arts. Since 2020, the network has been jointly financed by the state universities. An alliance has been formed with the universities of applied sciences to ensure close cooperation on specialist topics.
