Scenarios of total surveillance are nothing new. But the scenario played out by George Orwell in literature has now become reality thanks to digitalization: A society in which no action, no offense, no utterance, no matter how small, goes unobserved. Technical advancements such as biometric facial recognition, RFID technology or self-learning systems can be used for this purpose. What conclusions can be drawn from this? What does an international comparison of digital surveillance regimes teach us?
